EXPERIENCE:

Alice has built a strong reputation for frank, strategic advice to businesses, NSW Government agencies, consultants and organisations across a wide range of planning and environmental matters. Alice’s expertise and knowledge of the NSW planning system is underpinned by her experience in government and the development industry as a lawyer, senior Ministerial adviser (including Chief-of-Staff) and as Executive Director of the NSW Department of Planning responsible for legislation and policy reform.

Alice works with clients to get the best outcome from a commercial and policy perspective. She is a strategic thinker and a creative problem solver whether in giving advice or managing dispute resolution. Alice regularly presents papers and conducts seminars on the planning system and legislation to clients, major stakeholder and interest groups, industry associations and universities.

Alice is the Chair of the Women’s Housing Company in New South Wales, a not for profit company responsible for the provision of social and affordable housing and homelessness services for women in New South Wales. Alice is also on the board of the International Performing Writers’ Association, trading as Word Travels – a not for profit arts body that organises literary and literacy programs including the Australian Poetry Slam.

Advising Vision Land Glebe Pty Ltd in relation to the mixed use development involving significant heritage and stakeholder issues including representation in the Land and Environment Court (LEC)

Advising Tomra Systems ASA of Norway in respect of its role as shareholder of the Network Operator of the NSW Container Deposit Scheme and the roll out of the reverse vending machines at automated collection points under the Scheme

Advising SAKKARA on the redevelopment of a large industrial site in the North West Growth Sector, representation in the LEC and review of planning instruments

Representing RAD1 Fire Services Pty Limited in the LEC regarding several mixed use developments in Western Sydney

Advising Sydney Harbour Foreshore Authority on a variety of matters including management of public land, Ultimo Pedestrian network connecting UTS and Darling Harbour, the review of the concept plan application and Major Projects SEPP amendment for the development of Barangaroo, land management, Sydney Metro development on SHFA land, redevelopment of heritage buildings, FOI and GIPA Acts, procedural fairness, due diligence, development deeds, development applications and process, governance, stakeholder issues and statutory interpretation

Acting for Coles Supermarkets Australia Pty Limited and related businesses including Vintage Cellars in numerous development and rezoning applications, including successful representation in the LEC, advising on management of conditions of consent, approvals, strategy and major projects, development contributions and negotiation with government

Advising the University of Western Sydney on redevelopment of campuses including access arrangements and liability on university land, heritage and environmental protection, compliance with master plans and state, regional and local environmental plans, development control plans, public policy, development contributions and the application of the Residential Tenancies Act, 2010, to student accommodation and Commonwealth funding

Advising NSW Department of Education and Training on building and planning arrangements and governance and contractual issues for projects developed under the Building and Education revolution (BER) Programme throughout NSW

Advising Gosford Quarries on planning and environmental issues in relation to a number of sites including state significant development

Advising Toll Holdings Pty Limited on compulsory land acquisition, environmental responsibilities, consents and development conditions at various Toll locations throughout Australia

Advising CSR on development approval for the expansion of industrial development, managing threatened species issues and offsets including successful representation in the LEC, and advising on redevelopment of quarry land and remediation issues on Crown land including environmental issues for major residential developments

Advising The Village Building Company on management of contaminated land, rezoning, land dedication and planning agreements, development control and environmental issues for major residential developments

Advising a number of development companies and corporate groups including Greenland, Stockland, K-Mart, Mirvac and Trevet Group, on various environmental and planning issues including the management and application of development contributions, planning agreements, management of contaminated land, physical commencement and the protection of consents, environmental liabilities and responsibilities, native vegetation, heritage and existing use rights

Advising a number of property developers in relation to affordable housing projects and boarding houses throughout the Sydney metropolitan area including the north shore, western Sydney, inner western Sydney and south west Sydney
